Why are they breaking up families?

I am a registered sex offender, low level of course, but now that I have returned to the USA, I heard I am not allowed to go back to the Philippines, but what about Thailand, or Singapore? This would through off the embassy reporting to the Philippines, and just go to the Philippines after Singapore... Will this work? I have a wife and 2 kids there, they all miss me of course, why is this law breaking up families?
