Convicted in 1986 of two counts of csc 2 in a two week trial. Sentenced 7 to 15 years. Paroled 1997.

Jury asked judge if touching chest and back of 11 year old was a crime? His reply was quote: "IF THE PARTY TOUCHING HAD SEXUAL THOUGHTS OR INTENT THAT WAS A CRIME." Jury returned their verdict of 2 counts criminal sexual conduct.

In 2011 Michigan changed my tier from 2 to 3 and changed my 25 years to life.

A move is underway in the Michigan Legislature to crack down harder on those who hire prostitutes.

Supporters of the effort say too often, prostitutes are arrested and those who hire them are not.

The effort is part of a move to fight the growing problem of human trafficking in Michigan.

A key bill in the package defines soliciting for prostitution as a tier II registrable offense, which would put the offender's name on a registry for 25 years.

Other parts of the package include creation of a registration system for sex industry workers, to help prevent the movement of workers from strip clubs to prostitution.

Hearings began last week in Lansing in the Senate Families, Seniors and Human Services Committee. More will be scheduled in the future.

CADILLAC - A Manton man has been charged in Wexford County with failing to comply with the sex offender registration act.

_____, 24, has been arraigned in 84th District Court in Wexford County for allegedly failing to comply by not reporting an intent to reside at a residence other than his own for more than seven days, according to court records.

Given a habitual offender, second notice, if convicted, _____ could face a maximum of 10 1/2 years in prison and/or a fine of up to $7,500.

So where is the ACLU on this? No other criminal has to pay a fee to maintain a registry or their criminal records, so why force ex-offenders to pay an extortion fee?

LANSING - Sex Offenders will have to pay a fee to maintain the sex offender registry in Michigan. On Tuesday Governor Snyder signed into a law a measure that charges registered sex offenders $50 a year for as long as they are required to be on the sex offender registry. The law was sponsored by Senator Rick Jones of Grand Ledge.

"This law will help reduce taxpayer costs to maintain Michigan's sex offender registry," Gov. Rick Snyder said in a statement sent to the media. "By requiring registered sex offenders to pay an annual fee to fund the registry website, law enforcement will be able to direct more of its resources to public safety."
- The tax payers and idiotic politicians are the ones who want the registry and draconian laws, so they should be the ones who pay this fee.  You don't force other criminals to pay an extortion fee!

Previously, registered sex offenders only had to pay a one-time fee, which only provided enough revenue to cover about 10 percent of the cost to maintain the state's sex offender registry, according to the Governor's office.
- We though this is what the Byrne Grants were for?

LANSING (WNEM) - Legislation passed by the Michigan Senate in Lansing would require registered sex offenders to pay an annual fee to help maintain the state's sex offender registry.

Senate Bill 221's sponsor, state Sen. Rick Jones, said it is ready for the governor's signature.

"These are people who committed crimes," said Jones, R-Grand Ledge. "I do not believe that the hardworking taxpayers in Michigan should foot the bill for a registry of crimes they did not commit."
- So when are you going to force all other ex-felons to pay an extortion fee?

In a news release on Thursday, Jones cited other states such as Indiana, which charges $50 per year for a similar registry, and Illinois and Ohio, which charge $100 per year.
- Just because another state gets away with extortion doesn't mean you should follow them!

Currently, Jones stated the cost of maintaining the Sex Offender Registry database in Michigan is funded through a one-time $50 registration fee for offenders, even though the majority of offenders register for 25 years to life.

Jones stated in the release that during the past five years, the money collected from this one-time fee is less than 10 percent of the cost of maintaining the registry. Jones noted that as a result, law enforcement must divert taxpayer dollars that should be spent on putting more police officers on the streets.
- Well the tax payers are the ones who want this online hit-list so they should pay for it!

"Sex offenders can afford to pay a dollar or two per week to pay for the list," Jones said. "Taxpayers should not have to be burdened with this cost. The offenders should support this list as they do in neighboring states."
- We should also not have to pay taxes on a lot of other things, but I don't see you eliminating those taxes!

After a week’s delay, a former Calhoun County Corrections officer was sentenced to spend at least two years in prison.

Circuit Court Judge James Kingsley on Friday sentenced Troy Pope, 26, of Battle Creek, to a prison term of two to 15 years.

Last week the judge said he would not agree to a sentence agreement of a minimum of 15 months. Pope and his attorney, J. Thomas Schaeffer agreed to that during negotiations with prosecutors on a plea in a criminal sexual conduct case.

In August, Pope pleaded no contest to criminal sexual conduct in the third degree after investigators said he paid for sex with a 15-year-old boy on May 11, 2012.

As part of the agreement other charges in that case and sexual assault charges involving another man and a woman were dismissed.

But last week Kingsley told Pope he would not agree to the 15 month sentence and allowed him a week to consider withdrawing his plea and going to trial.

In court Friday, Schaeffer told the judge the original sentence agreement should stand after noting that Kingsley was aware of terms of the plea agreement.

It makes eminent sense that the agreement that all parties were aware of be followed,” Schaeffer said.

But Kingsley said before reading a pre-sentence report a week ago, he was not aware of details of the cases, including statements from the other alleged victims, and decided two years was the proper minimum sentence.

Schaeffer argued that while other charges were filed against Pope, his client admitted to one crime with the boy and it was two days before the young man’s 16th birthday.

This is my client’s first offense,” Schaeffer said. “He is engaging in a legal but not accepted form of activity. The difficulty was in this case it was for the person two days before the age of consent and he represented he was of age and no indication otherwise and as a result, technically that is why we entered the plea. The other allegations we didn’t agree happened.”

Schaeffer told the judge that after conferring with his client, they were accepting the change in sentence.

Pope told the judge he didn’t have anything to say.

Prosecutor David Gilbert told the judge Pope was charged in a similar case in 2001 and that Pope had been cavalier about the present cases.

Everything I have seen him he has been smiling or laughing about something in this case,” Glbert said.

And early in the hearing, when Kingsley referred to the other two victims, Pope seemed to laugh.

Its not funny Mr. Pope,” Kingsley said, “from what I have read.”

Pope was working as a corrections officer when the allegations first surfaced in January. He was placed on leave and a few days later resigned.

Officials said safety precautions will be made during his prison term because he might be targeted by other inmates.

Pope also must register on Michigan’s sex offender registry.
