A local congressman is pushing a bill that would bring Megan’s Law, which has led to the creation of registries for child sex offenders across the country, onto the world stage.
- Not everybody on the online sex offender registries (hit-lists) are child sex offenders!

The International Megan’s Law, sponsored by Congressman Chris Smith (R-4th Dist.), was passed by the U.S. House of Representatives today.

The bill is named after Megan Kanka, a 7-year-old from Hamilton who was killed by a repeat sex offender living nearby her house 20 years ago.

“Sex offenders around the world are now able to cross borders and oceans easily to carry out their horrible designs against children under the cloak of anonymity and then disappear before a child is able or willing to reveal the crime,” Smith said today.

Smith has introduced versions of this bill multiple times over the past few years, including in 2010 when it passed the House, but it has never made it through the Senate.

This bill, H.R. 4573, was introduced two weeks ago and was passed unanimously by the House Foreign Affairs Committee before being passed by the House today.

The legislation is not just intended to prevent U.S. offenders from hurting children overseas, Smith said, but also to establish a reciprocal relationship.

“The International Megan’s Law would establish the model needed for the U.S. to persuade other countries to take action to stop both child sex tourism within their borders and protect children in the United States and elsewhere,” Smith said today.

Megan Kanka’s parents, Richard and Maureen, called the proposed law a “step in the right direction.”

“We must not only show the world that we will not tolerate these perverted acts in the United States but internationally also,” the Kankas said in a statement.

If the bill is passed by the Senate and signed into law by President Barack Obama, it would provide a legal framework for the Angel Watch Center, which is currently a one-person operation in the federal Immigration and Citizenship Enforcement agency that notifies destination countries of intended travel by offenders with a serious registered sex offense against a child, Smith’s release said.

“The stories of the victims are tragic — ruined childhoods, devastated families, lifetimes of memories of assaults and sometimes worse,” Smith said.

The bill also would work to establish better lines of communication to effectively share information about the travel of child sex offenders between federal agencies, the release said.

The Government Accountability Office issued a report in 2010 that said that in fiscal year 2008 at least 4,500 passports were issued to registered sex offenders by the U.S., the release said.

WASHINGTON (AP) - The U.S. military fired or disciplined nearly 500 workers for sexual harassment in a 12-month period, and nearly 13 percent of the complaints filed involved repeat offenders, according to new data.

The Pentagon on Thursday released its first formal report on sexual harassment amid months of criticism from Congress over how the department handles sexual assaults and related crimes.

According to the report, there were 1,366 reports of sexual harassment filed in the fiscal year that ended Sept. 30, involving 496 offenders across the services and National Guard. Officials acknowledged that much like sexual assault complaints, incidents of sexual harassment are vastly underreported, and they said there will be a concerted effort to increase reporting.

Sexual harassment involves unwelcome sexual advances, requests for sexual favors, and other verbal or physical conduct of a sexual nature that is tied to a person's ongoing employment or interferes with the person's work.

The report reveals that in the vast majority of the cases the victim was a young, lower-ranking woman and the offender a senior enlisted male service member, often in the same unit. The most frequent location of the harassment was a military base.

More than half of the complaints involved crude or offensive behavior, and another 40 percent were described as unwanted sexual attention. Most involved verbal behavior.

Nearly 60 percent of the complaints were substantiated and the punishments ranged from court martial and firing to pay cuts, rank demotions, letters of reprimand, and other administrative actions.

The report noted the link between sexual harassment and sexual assaults, saying that surveys have indicated that up to 30 percent of the women and 19 percent of the men who said they had been assaulted reported that the offenders had sexually harassed them before and/or after the attacks took place.

The report also said that the military services are aware of the large number of repeat offenders and "are taking appropriate action."

Officials said they hope to use the data to begin to resolve any problems with department policy or programs.

WASHINGTON - The compromise farm bill passed Wednesday by the House sets policy for food stamps and farm programs. The bill would cut food stamps by around $800 million a year and continue generous farm subsidies. Some of what’s in the bill:

• Test programs in 10 states that would allow new work requirements for food stamp recipients.
• A prohibition on lottery winners, convicted sex offenders and murderers from receiving food stamps.
• The end of so-called direct payments, government subsidies paid to farmers whether they farm or not. The payments now cost around $4.5 billion a year.
• A new revenue insurance subsidy that would pay farmers in the event of “shallow losses,” or revenue losses incurred before their paid crop insurance kicks in. That program might kick in sooner than previously thought as some crop prices have dropped in recent months.
• A separate subsidy program would trigger payments when crop prices drop. This is similar to current subsidies, though the new programs would kick in sooner, especially for rice and peanut producers. Producers would have to choose between these subsidies or the revenue insurance.
• Stricter limits on how much money an individual farmer can receive — $125,000 annually on all payments and loans, when some were previously unrestricted. The agreement is less strict than either the House or Senate bills, which had put limits on how much a farmer could receive from individual programs. Language that would limit how many people in a farm operation may receive such payments was also passed by both chambers but taken out of the compromise bill, which would kick the issue to the Agriculture Department.
• An additional $5.7 billion for government-subsidized crop insurance programs. A Senate amendment that would have lowered crop insurance payouts for the wealthiest farmers was struck from the final version.
• A new dairy program that would do away with current price supports and allow farmers to purchase a new kind of insurance that pays out when the gap between the price they receive for milk and their feed costs narrows. The program is designed to help dairy farmers survive price collapses like they have seen in recent years. But it would not include a so-called stabilization program that would have dictated production cuts when oversupply drives down prices. House Speaker John Boehner, R-Ohio, called that “Soviet-style” and pressured negotiators to take it out. He was backed by large food companies which said the program could raise the price they pay for milk.
• A new insurance program for cotton growers designed to bring the U.S. industry into compliance with the World Trade Organization. The WTO said in 2009 that Brazil could raise the tariffs on American goods because the United States had failed to get rid of subsidies the WTO said are illegal.
• A test program that would allow 10 states to grow industrial hemp. Those 10 states have legalized cultivation but are unable to produce because of current federal law.
• Land payments to Western states. The bill gives the government authority to make payments of $425 million to states which lose tax money because of federal lands, mostly in the West. That funding had expired at the end of last year.

In light of the recent upcoming hearing of _____ and his Idiot registry, W.A.R. thought it imperative to present and show support. Although we do NOT agree with any form of public registries, we DO agree with Mr. _____'s right to teach his audience (the public and lawmakers) that registries are punitive and do cause harm to those who are on them. Additionally, _____ is being represented by the ACLU. W.A.R. has been told numerous times that we must connect and affiliate with the ACLU on civil rights issues....this IS our connection!

W.A.R. board member, Vicki Henri and several D.C. members will be in attendance at the Washington DC Superior Courthouse with our banners and information on Tuesday, January 28th, 2014. (The scheduled time for the actual hearing is at 2:30 pm.)

WASHINGTON (AP) - President Barack Obama says sexual assault affects not only individual victims but the entire country.

In his weekly radio and Internet address, Obama says sexual assault is an affront to basic decency and humanity. He's promoting a White House task force he's created to address the problem on college campuses.
- And the unconstitutional sex offender laws sweeping this country are also an affront to basic decency and humanity!

Obama is telling victims that they're not alone. He says, quote, "I've got your back."

Obama says government has a role in ending sexual assault. But he says it's up to everyone to teach young people to help put an end to the crime.

In the Republican address, Sen. Roy Blunt of Missouri says Obama's economic policies are hurting poor Americans. He says Obama should join Republicans in growing the economy.

A Washington, D.C. man who's upset he's on a registered sex offender website is fighting back by putting random people on his fake sex offender registry.

He said he's doing this because he has to report to a supervision agency in Washington, D.C. every 90 days and his photo is on the D.C. public registry. He said it's "unfair and un-American."

On his fake registry at http://www.idiotsregistry.info, he posts pictures of politicians and others who support registries.

Only a few people have their pictures posted but the website lists many more names and has categories like "Witch List."

The website creator says this is legal but now a court will decide if people on the list can force him to take their pictures and names off the list.

Here in Arizona, the Department of Public Safety maintains a sex offender website that includes the offender's name, address, age and current photograph.

Since people have been on this Earth and politics has been around, people have been exploiting children during emotional issues or disasters to push their own agendas, and Obama is no different. You would think that people would see through this by now! It's nothing more than "For the children politics." We see this used when pushing sex offender laws all the time.
